Here how to Install the custom livery
 
P.S This is in the works so please if there's any help or it not working,  put it in the commands please thank you.
 
 
 
first you need open iv and win rar, if you need any help with those, search them up and PS open iv is offline 
 
 
go and open iv and click Grand theft auto IV4 and it will take you to the main folder of were your gta is.
 
download the livery 
 
and open and drag it to downloads 
 
Go pc/models/cdimages/vehicles.img and i post a pic for you up there if you wanted to know what it looks like 
 
then go to the top right of open iv and search up police3.wtd open it and there will be 21inter_sign_1 there, replaced it and save it on the bottom right.
