    Make sure the realistic weapon system with Stop The Ped is disabled.

    If you want to disable it, yes.
    Though, if this doesn't work, it may just be LSPDFR causing it.

    go to C:\Program Files\Rockstar Games\Grand Theft Auto V\plugins\LSPDFR and open StopThePed.ini
     
    search for realisticweaponsystem;  and make sure    -> EnabledonStartup=no
