is there a way to stop npcs from getting scared when i use my beanbag shot gun to apprehend a suspect and when i shoot my gun they run away and ditch their cars in the middle of the road please help

As of that it causes a memory leak or something like that.
Did this happen once or does this happen frequently?

ELS works the same as DLS replacement. The only real "difference" is modifying data files for DLS vehicles depending on your slot. Anyways yes, except for highway or state vehicles. GTA does not have a native-named slot for SAHP.
 
Without the new update slots, there are 3 "patrol" units for LSPD (police-police3), 2 for BCSO, 1 for SAPR (Park Rangers), and 3 for "unmarked", which are universal if configured properly. Keep in mind this does not include vehicles such as the police helicopter. You can see more about police car mod installation here.

Lol I have another suggestion or idea for the creators out there for lspdfr what about an actual eup character customization option or system where you can make your character buff, fat etc for male character or busty, thick , fat etc  for female character rather than default customization options which are limited and the way you customize your character affects the way you perform in world like if you choose to be fat your stamina is low means you get tired alot and have to take breaks while chasing a suspect while being fit makes you run longer in foot pursuits this is to make it more immersive. It would be cool if we had a eup system or system where you could customize you character like this just jump to 5:47 in this video so you can get an idea in what I'm talking about. thanks again for reading my post have a nice day and be safe.

Thank you sir. I actually realized that there is a much more expedient and time saving alternative which merely entails selecting the SA exempt plate when in the garage. I appreciate you taking the time to respond. 
Thank you sir for the reply. I managed to found a much more expedient workaround by merely selecting the SA exempt plates in the vehicle options menu when in the garage before I roll out on patrol. I appreciate you taking the time to come in here and respond to me. 

In Grand Theft Auto V/Mods/64e.rpf/levels/gta5/vehicles.rpf there should be a YTD file called vehshare.ytd and in there should be the texture of the Yankton Plate

A crash before entering story mode indicates that something in your mods folder isnt working properly. Try renaming mods folder to mods_ and then try again.

modded gta is very unstable and a crash after 1h is not uncommon.
the more you are close to a vanilla gta, the more stable the game is.

I'm in the same boat. Crashing whenever in the vicinity of my set apartment. Super annoying, but good to know that I'm not the only one. Fingers crossed for a fix from the dev team.

yep same hear a lot of people have a problem right know with this issue! I think a update is coming the next days or after Christmas!

I have to support this topic because I am having the same issue as well. 
 
I can see there are multiple posts addressing this issue at the moment. Let's hope this will get some attention from the development team.

I also seem to have this issue, couple days back I made a post where I mentioned how I tried to investigate this problem.
My conclusion after all this is that it's LSPDFR issue. I tried running the game with absolutely only LSPDFR (no LSPDFR plugins, no other RPH plugins, deleted scripthook and renamed mods folder) and it still crashed under perfectly same circumstances.
I really hope we get a fix for that.

Hello fellow Officers,
Yesterday i updated all my plugins to the newest version. I loaded normally in, and spawned in my apartment. I loaded up my eup character and tried to leave the apartment, but then my Ragepluginhook just crashed. Everything was working fine till i installed the latest update and their plugins. When i load to gta without any LSPDFR or EUP, eeverything is fine. The Plugins i use are: 
LSPDFR
EUP Menu (Law and Order, Serve and Rescue)
Openeallinteriors
ELS and
UnitedCallouts.
Help would be apreciatted.
