Greetings, first of all you have posted in the wrong Forum. Anyways reinstall PoliceSmartRadio from here. Reinstall BetterEMS from here as you are missing Files. Also Reinstall Ransom Ambience from here. Makes sure to install all Files. And at the Latest also Install RageNativeUI from here and put both the dll and .xml into your GTAV root Folder

Greetings, Please rename your mods folder to _mods. If the problem has been solved with that rename the folderback to normal and install the Following: Heap Adjuser, Packfile Limit Adjuster and a Custom Gameconfig. Make sure to install all 3 if you havent already. 

Hi, As far as im aware the Epic Games Launcher is not Really able to Detect Previously installed Games meaning you would need to Install GTAV Again
However there is a trick that you could try in order to not completly reinstall GTAV as stated on this site

Hello, This could be due to a Faulty vehicles.meta, handling.meta or vehiclelayouts.meta. Please do the Following to Reset those Files to their original. I know this can sound Confusing but i treid my Best at Explaining it. Its a Simple Drag & Drop. If it Still doesnt Work Verify your Game Files and Redo those Steps
 
vehicles.meta
Go to GTAV\update\update.rpf\common\data\levels\gta5 and copy the vehicles.meta File to your Desktop. Then go to GTAV\mods\update\update.rpf\common\data\levels\gta5 and Copy the vehicles.meta from your Desktop into that said location
 
handling.meta
Go to GTAV\update\update.rpf\common\data and copy the handling.meta File to your Desktop. Then go to GTAV\mods\update\update.rpf\common\data and Copy the handling.meta from your Desktop into that said location
 
vehiclelayouts.meta
Go to GTAV\update\update.rpf\common\data\ai and copy the vehiclelayouts.meta File to your Desktop. Then go to GTAV\update\update.rpf\common\data\ai and Copy the handling.meta from your Desktop into that said location

Hello, Please rename your Mods folder to _mods

Either Install ScriptHookVDotNet or Remove PursuitPack, I Personally reccoment to remove PursuitPack due to ScriptHookVDotNet being know to cause issues

Please Try and install a Modified Gameconfig, Heap Limit Adjuster and Packfile Adjusters

Right Click on your GTAV Folder and Choose Properties, Then go to the Security Tab and make sure Everyone and Everything has Full Control. Make sure to add your own User from your PC too
