Mattedious got a reaction from Blu's Designs for a file, Perfect ELS police lights, Made for VISUAL VI use visual v so if it does not look like this in your game you need to install visual v: https://www.gta5-mods.com/misc/visualv and then replace the file with the one in my install.
Bad pics i know but its incredibly simple to install so give it a shot and see if you like em.
