Apparently, it was BLRD it was the dll file causing problems forgot to double check he released a update for BLRD. THANKS FOR THE HELP THO

thanks ima try that gonna make a new folder for plugins then only use PR and BLR for now work my way up, found its not BLR or PR causing issues

Also change the peds from "<PoliceTransport>" section in Ultimate Backup "DefaultRegions.xml."

okay I just reinstalled it 10 min ago it works fine now thanks

The primary is DRO1, because for that particular vehicle it has an rotating light bar. The "Yellow light" is for traffic control, can be activated/deactivated by pressing "K" on the keyboard.  
 
You shouldn't have to modify anything if you're using the .xml config that is created for that vehicle.
