    It's normally the nahimic service, but it can be any third party software that affects sound (other examples are MSI Dragon and Sonic Suite).  90% of the time, disabling the nahimic service in windows services does the trick.  But if it doesn't, I'm afraid it's some other software that you're going to have to look for.
     
    I've had one user swear that resetting RagePluginHook settings fixed this issue, but that should be impossible so I am somewhat skeptical.  But it can't hurt to try.

    It has nothing to do with your mic or GTAV, it's an issue with Microsoft's System.Speech library that GP uses for speech recognition.  It's clashing with something on your PC.
