    For the third question:
    To avoid calling-in a pursuit, Bejoljo implemented a workaround: when your buddies spotted a crime (unreported pursuit), he will call it in automatically. Avoid holding B to init a pursuit when you have backup buddies. Your partner, however, is already set properly as an officer so LSPDFR will not chase them.

    If you go to your Grand Theft Auto V folder and open commandline.txt is there anything listed in it? If so, delete it all and save, then try launching.

    Just delete what's inside. Also, when you installed Rage Plugin, it should have asked about permissions - did you set them correctly? If not, on the Rage .exe, set it to run as administrator.

    Besides LSPDFR, what other plugins/mods do you have installed? Pretty sure you need to open GTA using the Rage Plugin Hook launcher for it to work.
