Using Windows 8 will cause no problems whatsoever 99.99% of the time. Just saying 🙂
@Charlie686 has already highlighted some issues with your installation. That said, you should understand that sometimes, GTA V will crash. Not only is that the nature of most games (and software in general) but you also have to consider that GTA V was not built with modding in mind, and therefore adding so much stuff to it (whether that be plugins, mods folder resources, or otherwise) will cause it to become more unstable.
As some advice, I would recommend upgrading at least the amount of RAM you have to a minimum of 16GB. You would honestly be surprised how much of an impact extra memory can make to a game like GTA V. 🙂
