rename your mods folder to _mods

They need to install RageNativeUI.

Go to C:\Windows\System32 and then search Dinput8. Drag the Dinput 8.dll into your main game directory. You most likely put the scripthookv dinput into your game directory which messes with the real one

i'll just remove it, this XML created a lot of mess

Either try fixing that XML or remove it.

All I have to say is patience is a virtue.

You played for an hour, I wouldn't expect too much more. 
 
But:
 
The following plugins are outdated. This means they are not updated for the latest LSPDFR version.
I'd suggest their removal for the smoothest experience as they may cause issues.
However, if you find this fixes the issue, you are welcome to try re-adding them.
Though if an issue does reappear, then the plugin(s) should not be kept.

Chill Callouts requires Traffic Policer; as it is outdated I would recommend removing Chill Callouts.
