    Your issue lies with GTA V itself, though I am not exactly sure what causes this. Though here are a few things to try if that is the case;
    Ensure your Graphics Card Drivers are updated. You could have outdated, missing, or corrupted drivers causing the game not to work. Hit WIN+R and type in devmgmt.msc, or simply search and open up "Device Manager".  Find "Display Adapters" and find your graphics card. Right click and find "update driver" and open it.  Search automatically for updates. Sometimes, Windows will not detect it, so it is recommended to install "Driver Easy" to see if there is anything windows is missing. Through there, they provide instructions on how to update your drivers manually which is a simple and easy process. Add your Grand Theft Auto V folder as an exception to your antivirus. A link to adding an exception via Windows Defender is attached below, though if you have a different one, search online for a tutorial. Also try adding the GTAV.exe to an exception if it does not work before moving on. Add an exception to Windows Defender Run Grand Theft Auto V as an administrator. Right click on the GTAV.exe and click run as administrator.  Reinstall Grand Theft Auto V.
