    I basically fixed it by getting my original backup.xml file from an EUP config pack i use. I edited it and removed an agency and that caused the backup configuration error.  This pack contains the original files for your backup.xml. 
    You should get the backup.xml from it and drag and drop it into your data folder and if you did edit that folder. This should probably solve your problem as it did for me.
