    To set us LSPDFR you won't need them. 
    However WinRAR will be needed and so will OpenIV <--- where you install vehicles etc..

    You don't need OpenIV to install LSPDFR, but you need OpenIV to install vehicles etc.
    OpenIV is essential for modding so I recommend you download it.
