Extracted, edited and converted into a .wav file by TrooperDucky that can be used in GTA 5.
 
File features the RAW tones and also a .awc replace if preferred (this will replace all your vehicle sounds including the siren).

This is a siren taken from a clip from the 1960s of UK police responding.
 
The siren is a Hi-Lo

Standard UK Cat C Prisoner Outfit - For NPC Ped.
 
I got bored so re-textured the prisoner NPC.
 
This is a simple texture change to the in-game prisoner NPC. Inspired by HMP issued uniform which consists of grey tracksuit, grey t-shirt, grey jacket.
 
UK prisoners do NOT wear jumpsuits (only in Cat A or E-List) therefore, I have modified the orange jumpsuit to resemble the standard issued grey jacket with orange shoulder pads.
 
This is a simple drag and drop.
 
It will replace the in-game NPC prisoners. This is not EUP.

I got bored so I decided to improve the citation from Police Menu to make it look more realistic for UK roleplayers.
 
A Fixed Penalty Notice is the equivalent of what is known as a Citation in the US. 
 
Also included a basic main screen background just for fun.

This is my Suffolk County Texture pack that will fit the vehicle pack below!
 
First Thing! Download This Vehicle Pack 👇
 
New York State Police Mega Pack [ELS] 1.1.0:

Install pathway: 
1. mods > update > x64 > dlcpacks >*YOUR PATCHDAY* > dlc.rpf > x64 > levels > gta5 > vehicles.rpf
 

After Installing the car pack with the relevant cars CVPI, FPIS 2016 and The 2014 FPUI on the correct slots
2. Open the .ytd file of the vehicle you want to change by double clicking
 
3. Scroll down (OR search in the search bar) until you find *cvpi_sign_1 / *chgr_sign_1 / *exp_sign_1 (BOTH .ytd files) double click and open, then click replace, 
open up my folder and double click the relevant texture. 

4.Once replaced click save.
 
PLEASE NOTE: These textured were designed to fit the vehicles in the pack above! Using another vehicle pack may not give the results you expect. ALSO I chose this pack because the lighting is the same as Suffolk County.

Open up OpenIV
 
1. mods > update > x64 > dlcpacks >*YOUR PATCHDAY* > dlc.rpf > x64 > levels > gta5 > vehicles.rpf
 
2. Open the .ytd file for that vehicle using OpenIV Make sure edit mode is on
 
3. Scroll down until you find tau_sign_1 For the FPIS or 2016FPI_SIGN_1 For the FPIU, then click replace, find where you saved the new textures and double click. Once replaced hit save.
 
4. Open the game

You can of course try fitting it to the other vehicles in the pack but just be aware it may not fit those vehicles.
