Yep, that means your mods folder is causing the issue.
The underscore simply disables it. 

Yeah, if the game loads up after disabling the mods folder, then you have a specific mod in that folder causing the crash. Try looking at the most recent mods you installed, then remove them. When the game loads up with the mods after you removed something, that was the culprit.

Here are some things I noticed:
 
Increase your Plugin Timeout Threshold to 60,000 - this can be done in the RAGE settings Update Regular Callouts Remove ComputerPlus as it as an out of date plugin so it can cause frequent crashes and system instability. A great alternative would be Compulite found here: https://www.bejoijo.com/post/compulite Remove OfficerPorci Plugin as it is also out of date Update Regular Callouts Remove SpeedRadar - it is very out of date.
