The game is crashing before any plugins load, a few things can cause that
First thing, something in your log

That can but not will cause a crash
Second thing, addon dlc packs
If you have any addon dlc packs, which includes EUP, NVE, NVR and any addon cars you must have these installed

I'd also recommend increasing your plugin timeout threshold to 60000 in the RPH settings

Please be sure to follow directions going forward, as it makes providing support easier.

Its a crash caused by  United Callouts, which is not outdated or broken in any way. If it only happened once its nothing to worry about, occasional crashes are normal with plugins. If you got the same crash multiple times make sure your United Callouts installation is up to date, if it is try without it.
In the future please use the attach file option to upload your entire log, there can be important information in it not included in that small section
