The LSPDFR TroubleShooter by Albo is VERY out of date. It is for 0.3 only as specified in the title. It shouldn't be downloaded in the first place.
@unitedOrange66, Coastal Callouts is fine. There is no need to remove it.
Please delete Redux, Callouts Manager and Crazy Callouts. As we say, it is Crazy old.
 

I don't see why LML should be removed. Also if it gets removed coastal callouts would not be able to stay, it requires LML.

Based on the mods you installed, I would recommend you to organize your mods first. Get rid of the ones that are likely to cause issues. 
 
Remove mod loader, Coastal Callout, and Crazy Callout.
 
In addition, you have to make sure your game has enough memory, otherwise it can exit to desktop randomly without leaving an error code in the logs. So download a better gameconfig, as well as install Heap adjuster, and parkfile limit adjuster. You can find these on GTA 5 Mods.

Increase Plugin Timeout Threshold to 60000
Remove Traffic Policer, it is out of date and can be replaced by Bejoijo's plugins. I assume you have the site already since you have stop the ped
Try without Crazy callouts, it is old and may cause stability issues
Remove Callout Manager, it is outdated and replaced completely by vanilla features
 
I also would advise against using Redux, as there has been evidence it is stolen. VisualV, VisualVanilla and NaturalVision are options that have are safer options

Crazy Callouts needs to be removed - there is no doubt that it will cause crashes as it is significantly out of date
