Okay. If it only loads with the mods folder disabled there is an issue in there. You may have to start fresh if you cannot find it.
 
Remove Traffic Policer, it is out of date and I am pretty sure it is causing your crashes! If you go to the downloads section on this website, then scripts and plugins you can find the latest up to date plugins! Also check out Bejoijo's plugins found here: https://www.bejoijo.com/

Try renaming the mods folder to _mods again

Glad it is semi working! As the error says there is an error in your game files. You can verify the integrity of them to fix this issue 

Could you confirm that RAGE is located in your GTAV directory?

Try running your game in windowed mode and see if it works

When you say it doesn't work what happens? Do you get an error message form RAGE?

Have you disabled Windows Defender? Try running RAGE with admin privileges 

See if it launches if you load GTA, alt-tab out and then launch Rage.

Please upload your RagePluginHook.log (text file) from your main GTA directory.
