You're trying to play in a server? Do you mean FiveM?
As for SinglePlayer, a YouTube tutorial can teach you how to install vehicles, uniforms etc.
LSPDFR is not meant for multiplayer. If you do want to play multiplayer you'll have to go on GTA:O or FiveM.

.oiv files are easy to install. However, they are hard to uninstall and you don't know what the .oiv does during install.
So whenever you encounter an issue relating to the car pack you'll have to revert all changes made by the file. 
Worst case scenario, you'll have to redo your mods folder.
You'll have to get used to installing cars manually. You can look up tutorials on YouTube.

The file that Evan gave you is extremely outdated and I recommend that you don't download it.
There are a ton of other callout packs that include SWAT callouts. They can be found in the Downloads section.
I recommend SuperCallouts:

The VCF file is the .xml that is included in the download of the vehicle. Charlie can't give you another VCF.
I think what he means is that you should try another vehicle or make sure that you have the right VCF installed.
 

I wouldn't call them essential, but the packfile limit adjuster and the heap limit adjusters are very important.
I wouldn't see why you shouldn't install them. 
Addon cars are always nice, easy install and they work fine. They always come in handy whenever you run out of slots.
As for the replace slots, there are:

Those plugins are outdated. You can remove those.
I recommend using Bejo's plugins:

You can use a plugin to do so.
When you do put in a car pack, make sure to do it in patchdays 17-22. Not 23.

People don't listen and they probably never will. That's the sad reality.
Put yourself in their shoes: You're a person who bought GTAV just for LSPDFR. You have high hopes of playing the game but an issue appears right when you launch it with RAGE. You don't know what to do so you go looking around for help. You see the support forums and you decide to post one. Most, If not all people skip past the pinned posts in the forum and go straight into making a topic in desperation for help.
Things probably won't change. We'll just have to put up with it.
 

The log doesn't say anything. You didn't go on duty, the plugins aren't even loading.
What did you do in-game?

This doesn't say anything again. Last thing it says is 'navigated away whilst loading' which I don't know what it means.
There should be at least one error message or a warning of some sort saying that a K9 partner is unable to spawn.
Reinstall UB and see if it works.

Can you send another log?
