Not caused by LSPDFR. 
Rename your mods folder to _mods and see if you still get crashes

It was indeed called by the callout pack and looks random 🙂

You have got one error regarding blips. Go into your lspdfr.ini file (GTAV/lspdfr) and go to this line and set it to true:
 
Main.DisableGameBlipHiding = true
 
If it crashes again send a log my way 🙂

Since you don't even have a mods folder it can't be coming from there.
Nothing in your log as it is not caused by plugins.
 
Try verifying your game files though

Since the crash is coming from your game could you try lowering your graphics settings and see if it makes a difference?

Go into the RAGE settings and set it to load no plugins on startup. Then in-game drive around for 10 or so minutes and see if you get a game crash.
 
If you don't get a crash, open the RAGE console and load LSPDFR manually and see if it crashes then

Looks like a game crash not an LSPDFR one.
 
Rename your mods folder to _mods and see if the issue persists

It is a text document called "RagePluginHook" found in your main directory

or in a folder called ''logs''
