It might be a mod causing it this happend to me before and I reinstalled gta v and i think it worked but i've reinstalled gta v like 100 times so im not sure if its a mod or something else|try to delete your mods folder maybe but back it up before doing so!

Try and install it in patchday26 maybe I'm not to sure And also go into the sign for the vehicle like police2 police3 etc to make sure it doesnt have a plate overlay :example

update ur graphic drivers or turn off real time protection it worked for me!
