Your game seems to be crashing when LSPDFR is trying to spawn police vehicles. Perhaps your mods folder is invalid/needs updated.
Note: LSPDFR does not use SHV at all.

do you have ScriptHookV.Net and ScriptHookV installed on your GTA V folder? If so, try removing them and restart the game via RPH (Watchout to not remove other files). I also had problems with ScriptHookV, which crashed my game everytime when I go on-duty.
