It sounds like you might have a story mode mission active.
Make sure you are in free-roam without any ongoing missions to ensure you don't run into similar problems! 🙂 

It automatically loses its encryption when you make edits to it.

Make sure you updated both ScriptHookV and your gameconfig file.

If you are experiencing infinite loading:
 
This means you have not updated your mods folder / have not installed a new custom gameconfig. Follow the below steps.

To download a new gameconfig:
Download a new gameconfig such as the one found here. Once downloaded, drag & drop it into mods/update/update.rpf/common/data.

The issue is that you installed Lore Callouts incorrectly, thus causing Callout Interface to crash.
Please install ZPhDevs.Common for Lore Callouts, found within the download.

Was this with your mods folder disabled as well?

According to this log, you have not! Get the latest RageNativeUI from here & make sure to install it to your main directory, replacing files when prompted. 🙂

Ultimate Backup .dll / .pdb files should be in Plugins/LSPDFR - that would be a good thing to check!

Looks like you have ENB, this affects how RPH hooks with GTAV.
Run the GTAV - RPH and ENB Launcher.bat in your main directory which will load everything up.
