The cause of your crash is from ForceACallout. Given it is outdated now, I'd recommend removing it & using Callout Interface instead, which you have installed.
You have way too many plugins installed that are old & known to cause issues.
While these did not cause your crash, it might be wise going through them & removing some of the older ones to help with your game stability.

Looks like some clarification might be needed! Let me do my best. 😅
RAGEPluginHook plugins -> GTAV/Plugins. These are plugins loaded by RAGEPluginHook either on-startup, or in-game through the console. Examples include LSPDFR, which is a RAGEPluginHook plugin. LSPDFR plugins -> GTAV/Plugins/LSPDFR. These are plugins loaded by LSPDFR when you go on duty. They are not loaded by RAGEPluginHook. Examples include callout packs & popular plugins by Bejoijo. ELS is neither of these -> it is a .asi script, and is loaded by dinput8.dll when you launch the game. It is important to note that ELS requires ScriptHookV; this is found here, and is not included in the download.

Could not find a part of the path 'E:\SteamLibrary\steamapps\common\Grand Theft Auto V\plugins\LSPDFR\GrammarPolice\grammar\en-US\custom\commands\cancelPRT.xml'.
This is included in the Rich's Police Enhancements download. However, it is discontinued & might cause a few issues.

Here's the breakdown of what's going on in your log. You're getting the error Input string was not in the correct format which in other terms means a piece of text wasn't in the correct format for something like a number. I imagine this could be a configuration error in a customisation file for a plugin.
Just before the error, I can see Stop The Ped is loading. It might be worth temporarily removing the .dll file from GTAV/Plugins/LSPDFR (the file that runs Stop The Ped) and seeing if you still experience any issues.
If you don't, try a fresh installation of Stop The Ped. If you still experience issues, let me know! 🙂

Let's break down your log!
First up, Callout Interface is not loading correctly (and therefore not working). You should update the IPT.Common file by reinstalling it from the latest Callout Interface download. United Callouts is causing the crash you describe. A ped is going invalid causing the Fighting callout to end abruptly. If you keep experiencing this issue even when restarting GTAV, you can disable the callout or temporarily remove the pack and report the issue to the developer to ensure they're made aware of it. Lore Callouts is causing the LSPDFR crash in your log.
Please try a fresh install and remove GTAV/Plugins/LSPDFR/LoreCallouts/suspects.dat.
If this does not resolve your issue, you can temporarily remove it.
Be sure to submit your log to the developer so they can take a closer look if they don't see this post! 🙂

As you guessed, you've got a XML-related error.
You've modified the following file, which now has the aforementioned error you mentioned. I suspect you are missing an end vehicle tag (</Vehicle>).
The file likely to be having this issue is: GTAV/lspdfr/data/agency.xml.
I'd recommend opening it up and checking it, or using an online XML validator tool to assist you further.

You can:
A) Remember what you installed / edited and revert your recent changes to your mods folder.
B) Make a new mods folder if you can't figure out the issue with your current one.
I've seen NVE cause this problem -- make sure you install the compatibility patch with LSPDFR if that's the case.

Charlie686's post in Game crashed was marked as the answerBecause Assorted Callouts is outdated and prone to causing issues. There's a fork of it somewhere, but I'm unsure whether that would solve your issue given your crash is from a ped becoming invalid, and this is not addressed in the fork.
I'd suggest removing it if you are consistently experiencing issues with it.

Pursuit Pack requires ScriptHookVDotNet -> you don't have this installed, but it can be downloaded from here.
This is causing your the crash you described. 🙂
However, be aware that ScriptHookVDotNet does have compatibility issues with RAGEPluginHook. You can read about that here.
