If you go to GTAV/lspdfr/data there is a file called "agency" In there you can make changes to the skins. While it is fairly simple to understand it will take a bit of guessing to find the right combination you want i.e. short sleeves.

You do not need the vehicle model to be in there.
Simply put, the latest Patchday overrides all others. Therefore, always use the latest. 🙂

Go into the RAGE settings and set it to load no plugins on startup.
Then load LSPDFR manually in-game using the RAGE console
