As well as, LSPDFR+ is outdated so I would advise its removal.

You've also installed nearly all plugins in existence. 😂
I would go through them, but it is 2AM for me so it is a pass.
However, I would recommend you going through making sure they are updated for the latest LSPDFR API's.
We are on 0.4.9 at the moment. As a general rule, staying 2 behind is okay, anything older should be avoided. As such, nothing older than 0.4.7.

Last thing before a reinstall would be making sure LML is updated, but should that not be the case I would suggest a fresh installation.

As per the FAQ, increase your Plugin Timeout Threshold to 60,000 - this can be done in the RAGE settings.

Sounds like someone didn't update their mods folder in OpenIV. 😄

For safekeeping, you could increase your Plugin Timeout Threshold to 60,000 which can be done in the RAGE settings, however this is unrelated to why your game is crashing currently.

No, it isn't.
ScriptHookV.dll & dinput8.dll go into your main directory, not in the bin folder in your main directory.

It doesn't, since the issue isn't with a plugin.
Try removing it please, then retry.

Load GTAV without RAGE. Then, once in story mode ALT + TAB out and launch RAGE letting it hook.

You've got ENB; this affects how RAGE hook with the game.
To address this, load GTAV first and, once fully in story mode ALT + TAB out and launch RAGE.

All I can add is that if you can't find the issue, you can just start a new mods folder.

LSPDFR uses native GTAV notifications; could you please check your GTAV settings and confirm that Phone Notifications are enabled?
That's the only thing coming to mind.

It sounds like you did not install the external requirement ScriptHookV.
Please read the documentation to make sure you install all required files.

Load GTAV without RAGE; once you are fully in story mode ALT + TAB out and launch RAGE, letting it hook.

A ped became invalid here; go to GTAV/Plugins and rename the LSPDFR folder to _LSPDFR then retry.

So you haven't actually installed the vehicle XML files...?

You updated CompuLite incorrectly; get the Localization.ini file from the download and install it to GTAV/Plugins/LSPDFR/CompuLite.

Use the manual install instead please, then try again.

Your POLICE model is invalid; revert all changes made in regards to it, specifically the .META files.

Can you get into story-mode?

Your mods folder is not logged; therefore, we cannot find the issue that resides in it.
You can:
1. Make sure a custom Gamconfig, Heap & Packfile adjuster are installed.
2. Revert your recent changes should you remember them.
3. Make a new mods folder.
 
That is all unfortunately, next time, don't install so much at once! 😄
