    go to and open Grand Theft Auto V\lspdfr\lspdfr.ini and change Ambient.DisableEscapedSuspectEncounter = false to Ambient.DisableEscapedSuspectEncounter = true

    Please update LSPDFR by manually reinstalling it. 
    Ensure you replace all files when prompted.
    Let me know how it goes. 🙂
