Yea this is crashing right as LSPDFR loads. Not sure if you've tried renaming your mods folder to "_mods" yet? Don't think it'll help but worth a shot.

Right click the one you downloaded, click "Open With", then find OpenIV in the popup. You may need to expand it.
 
If you can't find it, click "Look for Another App On This PC" or something along the lines, then navigate to C:\Users\<YOURNAME>\AppData\Local\New Technology Studio\Apps\OpenIV (or wherever your OpenIV is installed), and click "OpenIV.exe".

You've found the issue yourself, unfortunately it's probably the worst outcome. There is an issue somewhere in your mods folder. You need to sort through it & possibly remake the folder.
 
Crash reports don't show the root cause for these crashes.

This is not a plugin issue. You have edited an XML, presumably in "FirstLSPDFRPlugin" which has a bad value somewhere.

You need to go into ELS.ini, change "ElsTrafCtrlOn" to "false". After this, download this plugin:

You are missing RAGENativeUI.dll. Please download from this link, then drag and drop "RAGENativeUI.dll" from the .zip file info your GTAV root.

Try renaming your mods folder to "_mods" Mr. Fring.

Try downloading the UltimateBackup .zip file then dragging Localization.ini into Grand Theft Auto V\plugins\LSPDFR\UltimateBackup.

Well now that you mention SHVDOTNET, remove that completely. That is known to cause issues for some.

The pack is probably in there.
 
Also you might have a bad vehicles.meta. Try backing up your current one and using a fresh one.
