    Do you mind sharing the specs of the laptop? You can find your specs by going to Windows Button (bottom left) > Settings > System > About.

    In terms of the processor and RAM yes you do meet the minimum requirements. Here is a screenshot of what steam has under "System Requirements" https://prnt.sc/si7lrq.
    Do you know what type of graphics card you have? If it's a laptop it probably has an integrated graphics card. When it comes to running GTA you definitely need something above "minimum" if you want to enjoy the game to the fullest.
