    If the RCMP pack was causing a crash that would be from too many packfiles. Rockstar is so modder friendly they limited us there too.

    I can't diagnose the call issue as due to this issue the log doesn't get to that point so I can't look at any errors
     
    Sadly I cannot tell you what the issue is in your mods folder. That is up to you to find out. 
    If you find the file that causes it but don't know where the issue is get a vanilla copy from the game files.
    Worst comes to worst and the issue cannot be found you will have to start a fresh
