    I have been having similar issues with this. I have taken everything back to barebones RPH + LSPDFR and had it working yesterday then come back today and its throwing up the same issues of Insufficient permissions or bad anti-virus. I guess we will just have to wait for the next LSPDFR release and hope that it fixes the problem.

    You go to https://ragepluginhook.net/Downloads.aspx select GTA (Legacy) and download the 1.74 version.
    Open it, and drag & drop all files into your GTA V folder. 

    Overwrite, if asked. Done.
