    @antiboy6 the best tips i can give is:
     
    Try Play GTA V Normal.
    Pick your MODS folder and change the name for another thing to disable the mods , if you have, and see if gta V is working. If gta V without mods work need to unnistall you Mods folder if you dont know what is it!
    and for the last reinstall you gta V

    @antiboy6 Finally i understood the bug.
    Basically the LSPDFR (I think is Stop The Ped and another one)  was causing the bug, but for any reason the bug  spreads to Gta V normal.
    So i pick and renameed my MODS folder for other name and tried to play without mods, worked and i picked and rename the folder to MODS again, and come to RAGE but crashes
    so i disable LSPDFR and everythings is back to the normal!!!

    @antiboy6 Tanks for the Help the strange thing it happens in gta V normal without Rage on, thats so strange
    I search for the problem and i found a topic in gta 5 mods talking about the same problem but the boy has a Gta V pirate so they disable 😞
    I want to play LSPDFR Im so Sad
