    Alright figured it out did all the steps stated above didn't work improved my game though so i checked the logs first thing you see is error with vehicle Hash code 0x71FA16EA which led me to Police 3 went thru the basic steps Removing Police 3 from my latest patchday didn't fix it so than i thought starting fresh and using the backup  vehicles.Meta file i had and sure enough I left out police3 in there I believe but the stock vehicle.Meta fixed my issue and force duty worked great after Thanks!
