No , if you want use EUP you need to modify the files by yourself (take out invalid cars, take out RDE textures ect...) or use files which only intgrated EUP. But that´s already said by LMS and me more than one time.
 
Don´t take this personally, but we just spinning around a circle for a week now and always repeat the same.
So for you as a beginner it would probably easier just start with vanilla LSPDFR and have fun na slowly learn how all the things about modyfing LSPDFR works. Instead of download stuff you don´t know what it did and for what it is.
