Hi there,
For LSPDFR, Agencies and Duty Selections are changed in "Grand Theft Auto V/lspdfr/data/custom". You may have custom files in there that are causing this. You can edit those files and change it to suit your needs. Also, do you use EUPFR Basic Configurations? Because EUPFR doesn't add BCSO as an agency. If there are no files in your "custom" folder, you may need to redownload LSPDFR and locate the "data" folder from the new download and replace with your current one. If you don't know how to properly setup and change custom files, you can find loads of tutorials on YouTube, and on this website.

Hi I use this .oiv file from lspdfr https://www.gta5-mods.com/misc/modding-dlc-pack-v this works 100% I use it more then putting into latest patchday as there are so many these days from RockStar Games.

I wanted to bring this up with the ppl here at LCPDFR/LSPDFR. I've come to realize that we have a military but we are not implementing anything for the military. I had played a mission from Ace Combat Assault Horizon where I was a door gunner and I had to fire on a cargo ship with a lot of hostiles and we had to secure the ship in the end. Would it be possible to do both air land and sea callouts for the military at Fort Zancudo in the near future?

That sounds that youre missing the .dll file in your directory. Go through your LSPDFR install folder and find the .dll and copy it to main directory. Perhaps you missed it during install or accidentally got deleted. Happens.
 

try following these steps
Start rage, press settings
In the general tab set the threshold to 50000 and tick disable text rendering
in the advanced setting make sure nothing is ticked
in the game setting>command line switches make sure the only things ticked are directx11 and forced windowed mode.

Only other thing i can think off at the moment, is to not let rage load plugin at startup. And (hopefully) once you are in the game, you can load the plugin with Rage command using F4>type in LoadPlugin > [space] lspdfr; hit enter. Wait for it to load.. Hit ESC twice to exit out of the ragehook command window.
