Hello all, I have spent the last about 3 months trying to learn and get comfortable with how modeling works. Here I present to you a 1 car vehicle pack. This is based on Rome Police Department (Georgia) and features:
All Blue Lights
Working Takedowns
Reflective
configurable lights (if you want R/B)
I just want to say most importantly thank you to all that helped me while I have learned and still learning.

here's how you do it
Anything you want to be reflected, you want to leave on a transparent texture. Obviously, follow the template and once you are done delete it and name it Reflective
Anything you dont want reflective for example Color of the car, License plates, maybe badges just color in the background with the other things you don't want to be reflected.
@RobertTM has a really great tutorial on his reflective packs if you want more in depth stuff done.
