Конечно есть много полу-треш аддонов для LSPDFR, переводящие что-либо на русский, но имхо тут самый просто английский, легче выучить.

Okay, dude, apparently you need to do a clean reinstall. Install everything following the instructions in the instructions on a clean GTA. I do not see any other options.
