This is a lore friendly livery based off of the Multnomah County Sheriff's Office in Oregon. For the explorer, please check out Finite Mod's Whelen Legacy Pack.
You may barrow from it with permission. If you want to use it for FiveM please give me a shoutout. The pack comes with two texture files... the pride variant and the normal green & gold.

This lore friendly, New York style, San Andreas license plate. 
This plate is based on the TV series, "blue bloods" plates in episode 402.
To install, just go to 64e.rpf, levels, gta5, vehicles.rpf, and scroll down to vehshare.ytd and replace it with the one in the file that says "SA EXEMPT".

Note: These plates may be used in a video or texture, as long as credit is given. Please tag @Texturely when doing so.
Also, note that the plate is not supposed to be an exact replica of NY state plates but inspired by them. Thank you.
