  1. you have installed the plugins badly E:\Grand Theft Auto V\Plugins\Spotlight.dll incorrect E:\Grand Theft Auto V\Plugins\LSPDFR\Spotlight.dll correct install the plugins well as I showed you, that is, create the LSPDFR folder and put all the plugins inside that folder out of the LSPDFR folder then in the plugin folder leave the two LSPD First Response files and the EUP Menu file

  11. It says in your log that Direct3D 11 can't be located. Did you try downloading D3D from here and installing C:\windows\system32\? Or did you just update and uninstall mods? Also, try putting all .asi (.asi only) files on your desktop, and try putting your scripts (SCRIPTS ONLY) folder onto your desktop with the .asi files on your desktop as well. See if it loads up without that, if it does work then put ONE .asi file from your desktop into the GTAV root folder, if it works keep it, if it doesn't then delete it until further notice, and continue doing that until ALL .asi files are off your desktop and in your root directory. Then, make a scripts folder in your ROOT DIRECTORY and open up the scripts folder on your desktop, drag one mod with it's .ini and readme.txt files into your directory, and if it works (like with the asi files) then keep it, if it doesn't then delete it until further notice and if all of those don't work and it doesn't work WITHOUT them then do the same with the plugins folder (THE SAME LIKE I EXPLAINED WITH THE SCRIPTS FOLDER) and if that works reply to this post so that I know that it is working, if it doesn't work and gives you a different crash then post it below! I also advise you to uninstall arrest manager and assorted callouts because they were developed for an older version of lspdfr and therefore are now obsolete
