Solutions

  1. AdderFTW888's post in LSPDFR bugs out with unusable LSPDFR Tab and more was marked as the answer   
    It took awhile to find out, but it was not any plugins. The bug didn't go away after reinstalling because the issue was in the custom lspdfr folder. There was a vehicle in the agency.xml that wasnt in my game which caused it to crash. In this case it was police23.
