    Downloading the Nightly Build of Script Hook V Dot Net fixed the issue for me. https://github.com/scripthookvdotnet/scripthookvdotnet-nightly/releases/tag/v3.6.0-nightly.37

    Solution is to go into the ELS file of the vehicle and find         <TailLights DfltPattern="0" ColorL="red" ColorR="red" />
    and change the "0" to "1" and it worked for me after this
