Double check all your trainers, make sure "AI ignore player" and  "player invisible" is not enabled.  Also make sure anything else that shouldn't be enabled isn't.

I went through all the .ini files that I had installed (All essential plugins) with no avail. I believe something somewhere was conflicting with another mod causing it to freeze AI. this also happened when fiddling around with the Meta and handling files, it caused AI to freeze. I have deleted and reinstalled all game files and the issue is gone, so no fix yet but if I find whats causing this or if someone else knows I'll repost on this thread. 

I mean this in a nice way. You mustn't have searched very hard as this is vary common "issue". I say issue in quotes as it is an ELS feature that is good in theory. Go to your ELS.ini which is located in the base gta 5 folder (where gta5.exe is). Scroll down to "GENERAL" and make it so it says the following: ElsTrafCtrlOn = false

That will allow you to use the airhorn and siren tones without "pushing" the AI away.

Not the smartest cookie, I found the fix shortly after posting this in the ELS.ini like you have stated.
