If that happens, it's more likely because something has held up / frozen LSPDFR's main loop/fibre.
I cannot replicate any issue with the Pause Menu causing the rest of LSPDFR to freeze.
If you can tell me how to reproduce this issue, please do so.

You can just type GotoPD in the console, which sends you to Mission Row Police Station.
By the way, LSPDFR refers MRPS incorrectly as Downtown Police Station.

I stopped and cancelled the gta 5 update through steam, but when I launch rage it tries  to start the update back up. I’ve tried switching steam to offline mode, and the game begins to open but then an alert comes up that I need internet to play. Is there a way around all of this?

By the way here is en example of what can be done..
 
so you see that LSPDFR sounds voice generated, in fact  she says ahh, um  as if she is searching for words to say, but does it too much , in fact every sentence, which makes her sound like a dork,  it was over used.. any way.. 
this is the technology we have, and in fact could take over industry of voice overs in animated movies, and no need to pay an actor or voce over hundreds of thousands of dollars. How ever they probably will still hire specific celebrities for the personality, but in todays technology there is no need you could create our own personality and voiceover easily..

Not sure if this is an actual fix. But for me I opened up the keys.ini in the LSPDFR folder and found "TRAFFICSTOP_START_Key=LShiftKey" command line. I removed the lshiftkey then saved it. Opened back up and put it back in and save. Opened LSPDFR and the issue went away. 

im having same prob i can blip cars but after call out or like 5 min i cant
 

LSPDFR is Albo1125 and Albo1125 is LSPDFR mic drop...
