    Restart your computer.
     
    Restart Steam.
     
    Change the resolution in game then change it back.
     
    Try using different mouse modes (Raw Input, Windows etc.) in the game settings (somewhere)
     
    Try changing mouse sensitivity in-game and in Windows.
