LSPA-HPD (Los Santos Port Authority - Harbor Patrol Division) Fleet Skin Pack
Original livery skin pack for multiple vehicles in 4K
----------
Los Santos Port Authority - Harbor Patrol Division (LSPA-HPD)
All-original design for a fleet of vehicles.
The Los Santos Port Authority's Harbor Patrol Division is the LSPA's law-enforcement and emergency-services arm for the entirety of Elysian Island, Terminal Island, the Port of Los Santos, and their surrounding coastal areas. They also patrol the harbor itself with maritime vessels.
The LSPA-HPD has two subdivisions: Harbor Patrol and Fire & Rescue. Harbor Patrol handles all law-enforcement duties in the Los Santos harbor area with uniform, canine, and maritime patrols, and they patrol with the same vehicles the LSPD uses. Fire & Rescue provides emergency medical, fire, and rescue services in the Los Santos harbor area and they are responsible for everything from injuries of crew to cargo and ship fires to personnel rescue. They use mainly Chevrolet Tahoes, with the Dive Team using a specially-outfitted Ford F350 SuperDuty, and EMS using Dodge RAM 3500 ambulances.
The LSPA Harbor Patrol Division's livery design consists of a metallic gray-on-charcoal color scheme, a prominent stylized large LSPA logo on the sides of the vehicle, and large bold lettering all over the vehicle. Black stripes are a major feature and are on the sides and rear of the vehicles. Also featured are stylized roof markings (LAX-style). LSPA-HPD Fire Department vehicles share the same features, but are on a pearlescent blue color scheme with black bumpers. All vehicles feature reflective chevrons on the rear.
This design is a collection of a bunch of influences and inspirations. There's some PG County PD in there, some Australian police livery influences, a bit of NFS, a bit of European, a bit of LAPD, a bit of CHP, and a bit of personal design choices. There's some lettering in DIN, which Seattle PD uses (of course). The rest is Helvetica. The "patch" on the rear of the vehicles is original as well, just a circular patch with the seal of Los Santos and the logo of Los Santos Port Authority.

LAX/LSX Los Angeles/Los Santos World Airports Police - Los Angeles, CA / Los Santos, SA
New livery skin pack for Bxbugs CVPI in 4K
----------
Los Angeles / Los Santos World Airports Police CVPI (LAX and "LSX" Respectively)
New-livery design made exclusively for Bxbugs Ford CVPIs. Includes "lore-friendly" LSWA/LSX versions =)
The Los Angeles Airport Police Division is the largest airport police force in the United States. It is a division of Los Angeles World Airports, and although they work closely with the LAPD, is an entirely separate entity. However, in Los Santos, due to funding issues, Airport Police duties are handled by the LSPD as a specialized division reporting to Los Santos World Airports (LSWA).
You guys already know about my fascination for airport stuff =) As always, I strived for at least 98% accuracy in fonts, placement, and details.

Hartford Police Department - Hartford, CT
Old and New livery skins for the CVPI, Tahoe, Caprice PPV, and Impala 9C1
----------
"Serving the Capital City"
The Hartford Police Department provides law enforcement services to the City of Hartford, the capital of the State of Connecticut.
HPD's new black-and-white livery consists of a traditional B&W paintjob, italicized "HARTFORD" and stylized "POLICE" in Eurostile on the sides with an image of their badge and the unit number, and "Serving the Capital City" on the front fenders written in Brush Script. This is a large departure from their old design, which was all-white with a large blue stripe along the sides. I've included old-livery skins for the CVPI.
I tried to replicate both of Hartford's designs as best I can. Features actual fonts, and mostly actual placements. Also features handmade license plates. Included are stealth and supervisor units for the CVPI and Tahoe.
Both liveries still appear to be in use. I am assuming all future vehicles will be with the new B&W livery.

Policia Estatal de Puerto Rico, Estado Libre Asociado de Puerto Rico
(Puerto Rico State Police, Commonwealth of Puerto Rico)
New-livery design for Chevrolet Tahoes, Caprice PPVs, and Ford CVPIs.
----------
"Protección, Integridad" (Protection and Integrity)
The Policia Estatal de Puerto Rico is Puerto Rico's state police, headquarted in San Juan, the capital of the Commonwealth of Puerto Rico.
Their new livery consists of a navy blue base color, extensive and dramatic striping, large chevrons on the hood, and a very modern font in big block letters. The Caprice PPV, in contrast, is white with minimal striping, although the chevrons on the hood remain. I tried to replicate Puerto Rico's design as best I can. The striping took a lot of experimentation to get exactly right. Features actual fonts, and mostly actual placement. I took some creative liberty (haha) with the unit numbers on the rear of the car, since Puerto Rico has them on the rear windows, and I didn't want to deal with window templates lol. Also features handmade license plates.
For the Liberty versions, I decided to keep the Spanish-language theme and went with Policia de Ciudad Liberty (Liberty City Police). Features a reversed color scheme: blue-on-white instead of Puerto Rico's white-on-blue. Also features a reworked door decal (Policia de Cuidad Liberty) and a reworked license plate (Estado de Liberty).
----------
Policia de Puerto Rico (PR State Police) new-livery design skins for the Chevrolet Tahoe (Bxbugs Template), Ford CVPI (DSF/Cj24 Template), and Chevrolet Caprice PPV (KevinDV Template).

Units Included for the CVPI: 8282, 8481, 8520, 8662

Prince George's County Police, PG County, Maryland
New-livery design for FPIs and FPIUs.
----------
"First to Serve"
The Prince George's County Police Department provides law enforcement services to the entire county of Prince George's County, Maryland, the second-most populous county in Maryland after Montgomery County.
Their new livery is distinctly half navy blue, half silver, with a black stripe and prominent text written in Impact. This is in stark contrast to its previous design, which was plainly white with a blue stripe. I tried to replicate PG County's design as best I can. Features actual fonts, and actual placements. Also features handmade license plates.
It appears that this livery is only on FPIs and FPIUs. It remains to be seen if it will appear on any other vehicles.
I've originally created this skin back in August, 2014 as an experiment, and was one of the first few real-life liveries I've tried to duplicate. I posted a picture of it in the gallery. It received an overwhelming response, and remains, to this day, the most viewed image I have out of all the images I've ever uploaded to the gallery. It never got out of beta-stage until someone requested that I create these skins as part of a model pack. Thus, these were born. I have been given permission to release these separately. Please keep an eye out for the PGPD models in the future =)

Florida Highway Patrol Skin Pack for Illusionary's 1994 County Sheriff Chevrolet Caprice
For Illusionary's 1994 Chevrolet Caprice model with Federal Signal Vector
----------
Units Included: Unit 1021 (with " *FHP " on fenders), Unit 1157 (no " *FHP ")
Illusionary's 1994 County Sheriff Caprice setup with the correct push-bar, chrome spotlight, and Federal Signal Vector lightbar in all blue, makes it the perfect model for a Florida Highway Patrol cruiser. So, I made a skin for it. I tried to make it as accurate as possible to the liveries of that era. Two skins are included, one with the "*FHP" on the rear fenders and one without, since not all cruisers back then had that (understandable, since mobile phones were'nt as prolific).

LVMPD New-Livery Skin Pack - Las Vegas Metropolitan Police Department, Nevada
For 5 different vehicles: Ford PI Utility, Ford PI Sedan, Ford CVPI, Ford F-150, and Dodge Charger. Basically, all of their standard vehicles in use (except Ford Expedition K-9).
----------
About LVMPD's New Livery
The Las Vegas Metropolitan Police Department's new livery consists of an enlarged black-and-white badge decal on the rear doors along with "LAS VEGAS METROPOLITAN" on a thin gradient strip with a large "POLICE" below it in block letters; "Partners with the Community" is written on the front fenders. They currently have this livery on their new Ford Police Interceptor Utilities, which is their new standard patrol vehicle, and some of their Ford pickup trucks. The rest of the pack is fictional, since all the other models still have the old livery, save for a few FPI sedans that are in evaluation. I've also seen a SWAT/Command truck that has a variant of the new livery.
I tried to make it as true-to-life as possible, including super-sharp graphics of their badge, actual fonts, actual placements (except for the "CRIME STOPPERS" decals because LVMPD usually places those on the rear windows, which I can't do without window templates), their new license plates that now have the agency printed on it, and even a small detail like the little "Belt Up" sticker above the front door handles that everyone misses. I aimed for 98+% accuracy, and I feel it can stand up to scrutiny. The only thing I can't do was make the decals reflective.

California DWR - WRED Police Texture for the Ford CVPI
For DSF/Cj24 CVPIs
This is a fictional California Department of Water Resources - Water Regulations Enforcement Division (CA-DWR WRED) Police CVPI, or so-called "Drought Police," in "honor" of California's on-going severe drought. If you live in California, you'll know what I'm talking about, as real "drought police" are roaming the streets, looking for people with water hoses that don't turn off. This division of the DWR enforces commercial and industrial water usage, and is a law-enforcement arm of the DWR, in conjunction with the Governor's Office of Emergency Services (OES), to stem water waste and pollution during one of the worst drought seasons on record in California.

Jacksonville Sheriff's Office Mini Skin Pack
For the Chevrolet Impala and the Chevrolet Tahoe [K-9]
This pack features skins for the Chevrolet Impala (Cj24 Template) and the Chevrolet Tahoe (Bxbugs template) from the Jacksonville Sheriff's Office, Florida. * Now includes Liberty Sheriff's Office (LSO) variants *
Here is a breakdown of the skins.
Units Included for the Impala:
#948 - Officer Rodriquez
#1412 - Officer Skaggs
#1430 - Officer Lawson
#1892 - Officer Powell
Units included for the Tahoe (K-9 skins):
#4431 - Officer Rivera, K9 "Blitz"
#4489 - Officer McNeil, K9 "Joker"
#4502 - Officer Pasko, K9 "Hunter"
#4512 - Officer Wright, K9 "Spark"
Total of 8 skins. The Liberty Sheriff's Office variants feature a new color scheme to differentiate it from the original JSO livery since otherwise, the only change would be to change two small "Jacksonville"s to "Liberty"s, a barely perceptible difference.
About the JSO and the skin pack
"The mission of the Jacksonville Sheriff's Office is to protect the lives and property of the citizens of this community, to preserve the peace and to prevent crime and disorder while constantly guarding personal liberties as prescribed by law."
The Jacksonville Sheriff's Office is a consolidated department when the City of Jacksonville and Duval County "consolidated" together on October 1st, 1968. It was on that day that the Office of the Sheriff - Jacksonville Police was formed, more popularly known today as the Jacksonville Sheriff's Office.
The vehicles most commonly in use by the JSO are the Chevrolet Impala and Tahoe. The Chevrolet Tahoe is used mainly as K-9 vehicles. They feature the Officer's name enscribed on the driver-side front-fender, and on K-9 vehicles, the canine's name is enscribed as well. This pack features mostly fictitious officer names (two Impala's are based on real-life units), with fictitious canine names, and fictitious license-plate numbers. Four unit numbers per vehicle. I tried to make the skins as true-to-life accurate as I can. Hopefully, I succeeded.
-----
Here is a video of the skins in action =)
Here are the links for the models I used (recommended, as they closely resemble JSO's actual setup):

--- About the LCPD Highway Patrol ---
The LCPD Highway Patrol is a sub-division of the Liberty City Police Department (LCPD) and they oversee law enforcement duties in and around all highways, freeways, and expressways within Liberty City's four boroughs. The Traffic Patrol Unit, the largest unit of the LCHP, is divided into four divisions (Bohan, Broker, Dukes, and Algonquin), each led by a Division Inspector. Each Division Inspector drives a dedicated Ford Police Interceptor Utility. The Traffic Patrol Unit's fleet consists of the same models that are in use by the LCPD, including the Ford CVPI, Ford FPI, Chevrolet Caprice PPV, and Dodge Charger. TPU officers handle most of the law enforcement duties of the department, including vehicle code enforcement, DUI enforcement, traffic collision response and investigation, traffic control, and other duties as they become necessary.
The Commercial Enforcement Unit (CEU) of the LCHP oversee enforcement of commercial vehicles within LCHP's jurisdiction. CEU officers drive Chevrolet Tahoes. They routinely help Immigration and Customs Enforcement agents track down and stop illegal shipments running through Liberty City's highways.
The Speed Enforcement Unit (SEU) is an elite unit of the LCHP that enforce extreme speed limit violations, illegal street racing, and illegal or un-approved vehicle modifications, within the jurisdiction of the LCHP. A special task force within the SEU perform community outreach to educate the public on the dangers of illegal street racing, and they also host and sponsor numerous "sanctioned racing" events throughout the city. SEU officers receive extensive additional training in advanced vehicle dynamics, high-speed precision driving, advanced pursuit-intervention-techniques, and advanced communication protocols. The officers of the SEU drive mainly Dodge Challenger SRT8s and 2015 Ford Mustang GTs, with a special few driving Jaguar XFRs. The SEU is always looking to expand its fleet with impounds from LCPD's Narcotics and Vice Squad.
The Special Operations Team rounds out the rest of the LCPD Highway Patrol. SOT units consist of the following:
The Air Support Unit (ASU) is LCHP's eye-in-the-sky. The ASU currently fly Eurocopter AS350 Ecureuil police helicopters for their duties as airborne speed enforcement, high-speed pursuit intervention, and general traffic monitoring. They also help out the LCPD on an as-needed basis.
The Forensic Collision Investigation Unit (FCIU) is a specialized unit with expertise in traffic collision reconstruction, traffic-flow issues, and the physical and psychological factors involved in major traffic collisions. They routinely perform community outreach on the dangers of distracted driving, accident avoidance, and defensive driving. FCIU officers drive specially-outfitted GMC Savana utility vans.
The Highway Service Patrol (HSP) is an auxiliary division of the LCHP that provides free roadside assistance to motorists in need on Liberty City's highways. They routinely patrol major highways and expressways and are on-call 24/7/365. HSP members drive Dodge RAM Power Wagon tow trucks in LCHP markings. If needed, HSP members also help clear traffic collisions and other duties as needed by the LCHP.
The SOT also operate four Incident Response Vehicles (IRV) and a Mobile Command Post. The IRVs are specially-outfitted Chevrolet Suburbans, and they respond to medium-to-large scale emergencies that require inter-agency cooperation, serving as a data-relay, radio-relay, satellite-uplink, and mobile hotspot. The Mobile Command Post is a Pierce Velocity command-center truck that respond to extreme-scale emergencies that require coordination between most, if not all, of the area's emergency agencies.
That sums up the structure of the LCHP.

Delaware River Port Authority Police Texture Pack for the Ford CVPI, with Liberty City Port Authority Variants
For both DSF/Cj24 and Bxbugs123/Schaefft CVPIs
This is a skin pack that is based on the Delaware River Port Authority Police design. The Delaware River Port Authority (DRPA) is an agency formed in partnership between Pennsylvania and New Jersey to oversee maintenance, development, and security of all bridges and ports along the Delaware River. A fictional Liberty City Port Authority (LCPA, an actual agency in the GTA HD universe) variant of the same design is included for all unit numbers. Since there's four unit numbers per agency per template, that's 16 skins total. This was my first attempt at re-creating a real-life design =)
Unit numbers in the pack:
DRPA/LCPA Police unit numbers for DSF-CVPI included: W09, W12, W17, and W19
DRPA/LCPA Police units for non-DSF CVPI included: R25, R35, R37, and R41
Total of 16 skins. The skins with "DSF" in the filename are for DSF CVPIs.
Here is a short video of both of these designs in-action =)
(The last CVPI that I run to and drive is the DSF one)
You can grab the models I used here:
Portland Police Bureau CVPI: http://gtapolicemods.com/downloads.php?do=file&id=1915
Harbor County Sheriff DSF CVPI: https://www.lcpdfr.com/files/file/5830-harbor-county-sheriffs-office-crown-victoria/
The models I used are not representative of the actual DRPA Police setup. They have a very simple setup, just a Whelen Liberty. In the screenshots below, the last one is of the DSF CVPI.
Enjoy! And please let me know what you think =)

Vintage Whelen Engineering WS-224 Siren Pack
Vintage Whelen WS-224 Siren tones, great for classic police cars such as
Kinksta's LAPD and CHP Caprices and Ford LTDs! Features extra long wail,
yelp, hi-lo, and airhorn. Alt-2 tone (if using ELSv7+) is just the airhorn
again. I tried to get the yelp to activate the same way the real-life WS-224
yelp does; it kinda activates in the middle of the yelp instead of the beginning.
The wail and hi-lo are recorded at a lower sampling rate (22000Hz) to keep
the size of HORNS.ivaud in check. Otherwise, this will not work due to the
wail's extreme length. The quality is slightly lower, but still decent.
Gives it a "vintage" feel lol =D
Credit goes to Ringo4493 for the idea and the source audio =)
Here are the tones and how they're assigned:
SIREN 1 - Wail (22000Hz)
SIREN 2 - Yelp (44100Hz)
POLICE WARNING (ELS Alt-1) - Hi-lo (22000Hz)
AMBULANCE WARNING (ELS Alt-2) - Airhorn (at 44100Hz)
Airhorn - Airhorn (at 16000Hz)
This pack includes:
- Modified HORNS.ivaud
- Readme
Here is a short video of the siren:

Jaguar XFR Fictional LCPD D.A.R.E. Unit Skins for the Jaguar XFR Model by BPM
Based on BritishPoliceMods's Jaguar XFR Model/Template
There doesn't seem to be many skins for BPM's awesome Jaguar XF police model, so I thought it would be kind of nice to create another unique-ish one. As I said before, I love the Jaguar XFR and since my previous skin for it wasn't really a police one, I thought it would be a great addition to create a police one, but not just any ol' regular police one. Hence, this fictional LCPD D.A.R.E. unit fashioned after auto racing, since the XFR is a super-sedan afterall, based upon my previous skin. Everything on this skin is my original design (except for all the logos, of course). The LCPD can use this unit for sporting events, parades, etc.
Features carbon-fiber hood, roof, and trunk. Both the original white one and an alternate black version is included. I like the white one a lot better, but the black doesn't look half bad in my opinion. =)
This pack includes:
- White DARE skin
- Black DARE skin
- Optional ELSv8 settings
- Optional lightbar texture (red/amber)
- Optional window texture (dark tint all around)

Jaguar XFR Safety Car Texture Pack for the Jaguar XFR Model by BPM
Based on BritishPoliceMods's Jaguar XFR Model/Template
There doesn't seem to be many skins for BPM's awesome Jaguar XF/XFR police model, so I thought it would be kind of nice to create one, but a unique one. Since I love the Jaguar XFR (one of my dream cars) and auto racing, it naturally leads to me creating a Safety Car skin for the XFR, for the fictional Jaguar Cup racing series. A safety car is the equivalent of a "pace car" for American racing. Everything on this skin is my original design (except for all the logos, of course). The fonts used are authentic Jaguar fonts, both the "traditional" Jaguar JC Book and the new "modern" Jaguar font.
This specific XFR resides at Silverstone Circuit in England. I know this isn't really a police car, but I thought it would be nice to create a unique skin for one of my dream cars. At least it has lights! I hope you guys like it. An ulterior motive of mine is to increase exposure of this model to LCPDFR. =D
This pack includes:
- Grey design skin
- White design skin
- Optional ELSv8 settings
- Optional lightbar texture (red/amber)
- Optional window texture (dark tint all around)
- Readme

FIA Airport Police [TRADITIONAL] Texture Packs for the Ford Crown Victoria Police Interceptor
Based on Bxbugs123 CVPI Template
Fictional FIA Airport Police vehicle skins for vehicles used by the Airport Police division of the LCPD, under the supervision of the Liberty/Alderney Port Authority based at Francis International. Everything made from scratch by me, and is based loosely on my previous FIA Police pack skins; however, this pack features traditional black-&-white designs with a much more streamlined and clean design, based upon LAPD and CHP B&W styles. Why not, right? My previous "highly-conspicuous" designs are not everyone's cup of tea, lol.
Like I said above, there are two flavors to this pack, an "LAPD-style" design with all-white doors and roof, and "CHP-style" design with only front-white doors and roof. K-9 versions are included as well. Four skins per design, so that's 16 skins in this pack.
Unit numbers in the pack:
Standard Police Units (CHP-style) included: P03, P09, P12, P26
Standard Police Units (LAPD-style) included: P04, P06, P13, P27
K-9 Police Units (CHP-style) included: P9A, P9B, P9C, P9D (best when used with K-9 models)
K-9 Police Units (LAPD-style) included: P9E, P9F, P9G, P9H (best when used with K-9 models)
Here is a short video of both of these designs in-action =)

FIA Airport Police Texture Packs for the Ford Crown Victoria Police Interceptor
Based on Bxbugs123 CVPI Template
Fictional FIA Airport Police vehicle skins for vehicles used by the Airport Police division of the LCPD, under the supervision of the Liberty/Alderney Port Authority based at Francis International. Everything made from scratch by me, including the FIA logo, and is based loosely on my FIA Airport Operations skins. As I said previously, I have a fascination for Airports, and this naturally follows the Air Ops skins I made before.
If you were following my WIP content, you'd know that I'm including two different flavors of skins. The primary design is the all-black design. The alternate design is a half-and-half black/white design that loosely follows that of the bonus FIA Ops Fire & Rescue skins I made before. These are provided as two separate packs.
The BLACK template pack includes two sets of four (4) textures with different unit numbers so you can use them on livery vehicles, four standard units and four K-9 units.
Standard Unit numbers included are: P02, P08, P11, and P25.
K-9 Unit numbers included are: P90, P91, P92, and P93. K-9 skins are best when used with K-9 models.
The HALF/HALF template pack also includes two sets of four (4) textures with different unit numbers than the BLACK pack. Again, four standard and four K-9.
Standard Unit numbers included are: P01, P07, P10, and P24.
K-9 Unit numbers included are: P94, P95, P96, and P97. K-9 skins are best when used with K-9 models.
You can have a combination of up to 8 unique units at once, or 16 if you go with both designs.
Here is a video of some of the skins in-action =)

Slicktop K-9, by Bxbugs123 - http://gtapolicemods.com/downloads.php?do=file&id=972
The screenshots below all show the same unit number (except the last one) but don't worry, they are not representative of the unit numbers in the packs.

FIA Airport Operations Texture Pack for the Ford Crown Victoria Police Interceptor
For both Non-DriverSF and DriverSF based CVPIs
Fictional FIA Airport Operations vehicle skins for vehicles used in the day-to-day operations of the airport and surrounding areas. Everything made from scratch by me, including the FIA logo. I have a fascination for Airports, and have been wanting an Air Ops vehicle made for a long time, but never found one. So, I decided on trying my hand at creating one myself. This is my first mod/skin for LCPDFR =)
The Bxbugs template pack (non-DriverSF) includes four (4) textures with different unit numbers so you can use them on livery vehicles.
Unit numbers included are: OP-A 09, OP-B 52, OP-R 24, and OPS Supervisor.
Also included is a bonus fictional FIA Fire & Rescue vehicle skin, unit F3.
The DriverSF template pack also includes four (4) textures with different unit numbers than the Bxbugs pack.
Unit numbers included are: OP-A 07, OP-B 43, OP-R 18, and another OPS Supervisor.
Also included is a bonus FIA Fire skin, unit F1.
Now you can have a combination of up to 7 unique units at once (or 8 if you have two sups). You can have up to 10 if you add a third model, or have 5 liveries per model with LCPDFR 1.0c.
Here is a video of the skins in-action =)
http://www.youtube.com/watch?v=_dSKo80fwjw
The last three screenshots below show the Fire skin, the orange roof, and the DriverSF versions, respectively.
Enjoy! And let me know what you think.
