    I was actually looking up other threads on how to fix this, and i saw your command line fix, and it worked. I then changed the keybind for the police radio, and it's all good.

    I meant if you copied your previous LSPD directory, you can try to play on that one for now and see if the FPS drop that low too.
     
    If I am playing with lag, I sometimes revert to another slightly different game with LSPDFR in it and sometimes my other directory has no lag.

    It is impossible for me to know exactly what is causing the FPS drop, there are most likely several things.
     
    When you do go on duty you will experience a drop because you are loading plugins which were not running before (Of course 70 FPS then)
    It is normal to experience a drop, but form 70 to 18-22 seems a bit high.
     
    Not sure what would cause it
    If you have a backup of LSPDFR, you can try to force duty and see how the FPS reacts with a different directory
