Keyword apartments. 😛 He's talking about having houses we can enter and make our own.

I can't speak for the development team, but I don't think it's possible or feasible. Most of the houses don't have interiors, if Sam decided to give us houses we can enter, he'd have to reuse an interior from either MP apartments or a character's house where it makes sense, but even then - house designs are different externally. Imagine walking into a single story house that has a mansion interior.

We already do have a house, just not one we can enter.
