Not sure if this helps anyone looking for clues on how to fix it, but I had the same issue persisting months ago where the decals/chevrons weren't showing, and it turns out my attempts to launch offline (putting "-scOfflineOnly" in the R* launch arguments) was actually causing decals to be invisible. As soon as I removed that tag, they were visible again. Crazy that such a tag would cause the entire component to not show!
