    I installed a police Tahoe as a standalone addition (not replacing another police slot), everything works fine except the ELS which only has one lighting stage instead of the normal three. When ELS is activated it goes directly to Stage 3. I did add the ELS .xml file that came with the vehicle to the ELS folder and I doublechecked the file name, everything is correct. I assume it has something to do with my .meta files but I don't know what to look for. Can someone help?

    Open the ELS VCF that came with the car, and look for "Lstageactivation", it'll be set to "auto".  You can change this to one of two things in order to get all three stages:
     
    manual - This will start from stage 1 lighting to stage three.  First click is stage 1, second click is stage two, and third is stage three.
     
    invert - This inverts the above stages, so the first click is stage three, second click is stage two, and third is stage one.
     
    Just change "auto" to either of the above.

    Remove LoadPlugin LSPD First Response.dll from startup.rphs and type same command in once game loads.
