    First off; disable Preload in the LSPDFR.ini:
    Change Main.PreloadAllModels found in GTAV\LSPDFR -> LSPDFR.ini to false.
     
    Secondly; if you installed any vehicles make sure their .ytd's aren't above 12MB.
    You can see their sizes in OpenIV; where you installed them.

    Okay, so ELS loads fine.
     
    Well, you do not have any ELS .xml's installed for your cars.
    The "POLICE" one you see comes with ELS and is written for the example car you can download.
     
    What kind of ELS cars did you download?
    Check their download folder & put the .xml files (Also called VCF's) into ELS/Pack_Default.

    In case you didn't use a mods folder; verify your game files.

    The crosshair remover used to be part of NVR.
     
    If you want to do it manually; go to:
    mods/update/update.rpf/common/data/ui 
     
    And open the frontend.xml. (Right click -> Edit)
    Here you will find the following line:

    Remove Security+ (And the .oiv Package if you installed it) nd remove RichsPoliceEnhancements.
    You are also missing ParksTools for BetterEMS.
     
    And then change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file; found in your Grand Theft Auto V folder.
    Then change Main.PreloadAllModels found in GTAV\LSPDFR -> LSPDFR.ini to false.

    1. Remove the LIVERY FLAG from the vehicles.meta for both vehicles.
    2. Delete the _sign in the .ytd (or hi.ytd if they have one) and save the file.
